Apple isn't making it easy, I'll agree with that. However, if you are managing your system mage then installation is rather easy via several different methods: ASR or Radmind for instance. This get around the install cd problems. To be legal you just need to purchase a version of Tiger for each machine, you don't necessarily have to use the cd to install it though. I don't have enough machines to go VLA with Apple, so I have around 25 unopened Tiger boxes in my office.
