What you are describing sounds to me like NX is abusing override- redirect in their windows. When we switch to an override-redirect window, it is always moved to the current space. This is for windows like menus and tooltips which should not cause a space change when they are drawn.

No, I understand the issue. It's as I said. NX is using override- redirect windows. This is something that we can't really work around. Their choice of override-redirect is essentially telling us that they want to manage the windows themselves and not have us know anything about them. If they want to handle decoration, etc, they should use motif hints to specify borderless, so we atleast know about the windows and can treat them as actual windows rather than tooltips and menus, which is what o-r is intended for. This is a bug in NX.
