There's certainly nothing provided by Apple to do the job, but I have managed to compile gcc to cross compile to i386-redhat-linux, which worked well for my purposes. I could then run the results in Bochs and Virtual PC (and a real PC). I can't remember the details of how I did it unfortunately, and I can't find any documentation I might have made. I know it is a reasonable job, but certainly possible. Probably best to find a platform you'd be happy to cross-compile to, get the source for gcc for that platform, and then work to port it and compile it on your system.
