Target Creation

Hi all --

Is it possible to have a build rule that says if FOO_SETTING is set then add "-foo ${FOO_SETTING} to the compiler that is selected?

I'm trying to not make the user have to know all the - flags, but if that's not possible I'll do it a different way.
