Actually both Chris and Chris are right :) You can set this on the file reference and we will place the setting for the file using the active target or the first target in the list that includes the file (if the active target doesn't).

However, it's better to select the build file reference under the build style to be perfectly clear about which target you want to modify.

Get Info on the file in the source tree, and select the Build tab.  You can enter compiler flags to always use for that file in the text field in that tab.

Per-file build settings are per-target.  So you have to find your target, turn down its disclosure triangle, find the Sources build phase, turn it down, select the file there, and proceed as above.  You can have different per-file compiler flags on the same file in different targets.
