It is possible to access ICU by downloading it from icu.sourceforge.net, building it to produce the header files, compiling against those headers, and then linking against /usr/lib/ libicucore.dylib.
Surely the "correct" approach would be to download ICU, compile it, and include your own compiled binary with your application?
It doesn't appear to be that easy...
