It doesn't appear to be that easy...

Libicucore is 1.3 Mb, icudt32b.dat is 9.3 Mb. For a downloadable application, it may be a bit too much. Also, I haven't compared Apple's ICU-6.2.4 to the stock ICU 3.2, but there could be some subtle differences to consider (Apple's version may be incompatible with earlier OS releases, but have additional important bugfixes).

So, I'd certainly follow Deborah's advice, unless I had a requirement to support 10.2, or needed unstable ICU APIs.
