I guess GPL licensed software such as GCC, and GDB are exceptions. (The are not confidental according to the Agreement.) So one could discuss and/or redistribute those software. (Even in source code form).

Apple's gcc sources are available for viewing by the general public and
since DWARF support was also added to FSF gcc and there was a
corresponding source release of cctools, I'd guess that it is okay to
discuss those features in that context.
