Is there some specific requirement that needs to be met in order to use Fix and Continue?

Have you considered whether the dwarf planet is at perihelion? Fix & Continue, like ZeroLink, is one of those features that almost never behaves properly once you are working with a moderate complex project. I recommend ignoring it entirely.
