What about using the "Touch" command (in the contextual menu or under
the "Build" menu) from within Xcode on the file in question? Does
that not help?
The release notes are stating this only works with source files. But I
will try it with resource files just to check.
It does not work with the Info.plist file.
Even when I touch another source file, the modification of the
Info.plist file is not seen and so not made in the build.
Looks like to be a bug IMHO => Bug report.
