Subject: Development for iPod?

Searching the Apple Web site, I have found nothing about an iPod SDK nor
developing code to execute on an iPod.
The problem is straightforward. The technical support center at the
Cleveland Society for the Blind would like to have the iPod be able to
annuciate the song/performer identification. The thought is to recompile
the iPod operating system or to add some small hardware device that would
enable a visually impaired person to know what was playing and to select
songs.
Is XCode the right tool to approach this opportunity?
