carbon linked tool refuses to go universal



Title: carbon linked tool refuses to go universal
I have four projects, three of which I have managed to make universal binaries for without problems. These are all Cocoa apps or Foundation tools, and one links against Carbon as well. The fourth links against both Carbon and Foundation frameworks, and was created as a Carbon project to start with (based on Observe Process Life Carbon example). I have used the same custom settings in the Build Pane of the Project Info Window for this project as for the other three:

Architectures ppc i386
GCC_VERSION_i386 4.0
GCC_VERSION_ppc 3.3
MACOSX_DEPLOYMENT_TARGET_i386 10.4
MACOSX_DEPLOYMENT_TARGET_ppc 10.2
SDKROOT_i386 /Developer/SDKs/MacOSX10.4u.sdk
SDKROOT_ppc /Developer/SDKs/MacOSX10.3.9.sdk

The General pane shows "Cross Develop Using Target SDK" as "Multiple Values" as for all the other projects.

I have noticed that unlike the other projects, the Info window for the Target only has two panes, General and Comment. The type is listed here as "Tool".

When I clean the target and rebuild, I still get a ppc only binary. Does anyone have any idea what I am doing wrong?
