Try running the uninstaller Perl script
John mentioned that he tried that and it didn't help.
I had a very similar experience. Like John I tried running the
uninstaller and re-downloading the install package.
Solution: On one of my attempts I noticed after running the
uninstaller that there were still a few files in (I think) /Developer/
ADC Reference Library. I deleted the whole mostly-empty directory
before proceeding and tried again, and it worked.
