Probably /var/log/install.log will contains some cues.
You can tell you user to use the "Console" utility or to use "Go To Folder" in Finder ot help him to find it. (if he is not familiar with invisible folder manipulation)

Is there an installer failure log somewheres that I can tell him to send me?

I really did search the archives and docs for PackageMaker before posting this. The results you get when using "installer failure log" aren't that useful.
