I could swear it was asked more recently than that, and an answer was given, but I can't find the post.

Doing a "defaults read com.apple.Xcode" I see a default called PBXProjectWizardSavedDirectories that contains the directories in that drop-down menu, *except* for ~/. I suspect that list of directories is added to the menu programmatically, so changing the defaults setting won't have change the default menu selection.

I spent about 30 seconds looking for a nib in Xcode.app that could be hacked, but didn't see anything offhand.

I'd suspect filing a feature request may be your only recourse.
