I just tested this and verified it to be correct; specifically, it seems the .pbxuser file stores executable arguments.

This really strikes me as a bug; passing extra environment variables or command-line arguments to executables such as unit tests is something that should be stored in the project, not in a user's settings. I will be submitting a bug report.
