Developer program



Apologies if this is off topic (though it is certainly topicAL at the moment). I have been completely unable to find out an answer or find any human contact to speak to. As a university research group with many macs we are a little perturbed by the new pay-for-Xcode model. I am trying to find out:
- is the paid Xcode download tied to an individual machine or to an individual apple ID over several personal machines (as per iTunes)?
- what is permitted through the Apple Developer Program - if I was to sign up for membership would that enable me to install on the 5+ machines that I use depending on which experiment I am working on at the time?

If anybody can offer a definite answer or suggest how on earth I contact a human at Apple, I would be very grateful. Thanks for any suggestions!
