I have tried that. When you reboot a secondary controller it comes up and thinks its primary. So now you have two controllers acting as primary. I do cvadmin on the secondary and it says its primary. I do cvadmin on the primary and it thinks its primary. I check this by looking at the asterisk on the one that is primary.
