Xsan should not function in this way. A controller should only failover if you issue a fail command or another member of the xsan cannot contact the controller that is serving. This can happen because of network connectivity, crashed fsm processes, or a crashed server (probably a few other things too).

I’m not sure why your system is doing this, but I would probably think about reinstalling and starting over. I don’t know your setup, but I would check to make sure you are following all of Apple’s guidelines about how things are set up  (dedicated MDCs, 2 ethernet networks, dedicated metadata volume, etc). It’s tempting to cut corners to save money and the documentation does sort of imply that you can do this, but I would spend the extra money to make sure your data is safe.
