I've always had to get two redemption codes and download two installers for the Lion beta. The first one is the Lion client, which is the normal size (almost 4GB), while the Server is a much smaller second installer. I see no reason why you'd be told you have to download both. The average user would only run the client installer for $29 while running Snow Leopard.
