I asked my rep about this -- having access to prior versions of OSes -- and was told to get a developer account so I could download at will.
I don't think Apple sees this the same way you do. He was well aware that I intended to install this software on production machines. And really, the developer account is worth far more to me in this regard than getting access to previews, useful though that may be. ADC does not download a "retail" version of any software although they do allow downloading of the version, more or less, that goes to the non-ADC public.

As far as the redemption code, Walter is correct but the code, like every App Store purchase, is assigned to your AppleID. Therefore, it can be used per the conditions as defined in the App Store (and ADC). Think about that for your answer.
