You're talking about two different things here: licensing, and physically/electronically obtaining the product. The software downloaded via ADC is technically only licensed for use on development systems.
Some account reps take the easy way out, using ADC as a tool in lieu of any official enterprise/institutional OS download capability. Many sites use the ADC GM downloads in this way, but the key is that they *still must be licensed* -- you can't just install as you see fit without a corresponding license. That may be obvious, but I think it bears mentioning.
