Zero children

It seems as though an awful lot of UIElements report that their children
attribute exists but contains zero children. I am mistrustful of the
accuracy of this result. Should I be more confident of it? Or is it in fact
the case that I need to bring the application to the front and expose the
parent to make sure there aren't actually some children there?

I ask, because I find that I sometimes do get an incorrect report of zero
children in the Apple menu (see my separate message about that), but
exposing that menu cures the problem.
