I've never observed this problem. If you're sure it happens file a bug, but be sure
to include some detailed steps to repro it because I just had an app register for
notifications and then quit - no problem.

Carbon CFM application is the observer, Carbon applications are being watched. Watched Cocoa applications did not have this problem. This was true on 10.2. I have not allowed the situation to occur since then. I do admit I have not read the release notes of 10.2.1 and 10.2.2. It seemed like it was all wrapped up in the can't remove observers crash.
I will go back and test again on 10.2.1 and 10.2.2.
