Spoken User Interface

Hi

Does anyone know what determines whether an app is accessible with the
*existing* spoken user interface found in the speech part of the system
preferences? Does this depend upon the application using the accessibility
API? For example, if one turns on the option to speak what is under the
mouse, this does not work in the Finder, yet I was in the belief that Finder
supported the accessibility API.

Anyone have any info on this?
