Advice regarding a value indicator & announcing changed values

Hey list,
I'm currently working on making a custom view accessible, pictured
here (it's the radar bit):

Some info about this radar view:
o It's a NSView subclass;
o Its role is NSAccessibilityValueIndicatorRole;
o acceptsFirstResponder == NO.
When selected with VO's cursor, it would ideally read a textual
representation of itself every time the sweep updates the dot's
location. I've got this working, but only when when this custom view
accepts the first responder which is unfortunately out of the question
(since the view can't be interacted with.) Is there any reason that VO
requires a value indicator to accept the first responder
responsibility to announce when the value of it changes?
I've decided that NSAccessibilityStaticTextRole is the second best
alternative, as I can have the radar view "tick" when it updates, as
static text fields do when their title changes. Is there a better
alternative?
