This is interesting.
I've had voiceover talking and other things have started talking while
vo wasrunning.
I had no idea there was supposed to be voice priority here.
Admittedly, it doesn't happen very often, but I have indeed had other
things talk when voiceover was doing so.
However, generally, it's not hard to listen to both, since the other
thing was usually a short message, something I could ignore and let
voiceover take my complete attention.
If this priority is supposed to happen, I can honestly say I've not
experienced it (that I'm aware of), though it could be that it works
most of the time, and I never noticed, because it worked as
advertised. :)
But, to summerize, I too have noted times when voiceover is not either
the only or primary talking item on the system.
