It is the first. Deleting files from the backup drive is VERY DANGEROUS as Time Machine makes incremental backups and it should be the only one to do a deletion so that the integrity of the data base is maintained.
Actually, you can "get into" Time Machine with a 'tell Time Machine to activate" but that's as far as it goes and it produces an error in the script.
