I searched in my archives.
Universal Scripts was a folder created by a package entitled "AppleScript Extras" in the mac OS 8/9 era.
The package contained :
FaceSpan™ 3.5.1 Demo Installer
FaceSpan™ Tutorials Installer
Install iDo Script Scheduler
OSA Menu Lite Installer
I never installed this one under os X.
I never install my own scripts in the /Library/Scripts folder.
I store them in the dedicated one :
Macintosh HD:Users:yvankoenig:Library:Scripts:
There are some subfolders :
Address Book Scripts
Applications
AppleWorks 6
Numbers
Pages
Library
Mail Scripts
The subfolders in the Applications folder are storing scripts dedicated to the application named like the subfolder.
These scripts appear in the Scripts menu only when the app is at front.
I apply this scheme for years. In the Macintosh HD:Library:Scripts: folder is for instance a subfolder delivered by Apple and named "Mail Scripts".
In Macintosh HD:Users:yvankoenig:Library:Scripts: is stored the Mail Scripts folder delivered by Andreas Amann.
As you see, there is nothing related to the system localization here.
