Safari is 128-bit compliant.
Yet, in my experience - 90% of the websites I go to where 128-bit
encryption is required - the website or Safari refuses the connection.
This leads me to Firefox, Camino or (shudder) the dreaded Internet
Exploder to do business with that site.
Perhaps as sites get makeovers this will change and things will be as
described in the KB document - but for now - you mileage may vary.

supported browser.
