If your bylaws require a monthly meeting, you should hold something-
determine your topic and post it, let the membership know what you
will discuss, if need be turn it into a planning meeting with those
of come (are these the potential leaders of your group?) .
As for an election. Most By- laws specify that a certain quorum be
met for an election to be valid and what to do if the quorum is not
present. If your turn out is too low, you then are justified to
move the election to the following month or near future meeting.
Just make sure your membership knows.
YOur questions raise points which should be covered in your By-Laws,
if they are going to be useful.
-You may wish to amend the Bylaws from a mandatory monthly meeting to
requiring a certain minimum number of meetings per annum.
That would then protect you from the situations you describe or the
consequences of extremely bad weather, widespread illness etc when
meetings cannot take place.
- your bylaws on election procedure should address the exigency of
being unable to hold the planned or required election during its
appointed time.
And need to identify the legal quorum for an election or to pass any motion.

How hard would you push to just have the meeting anyway, in order
to comply with the bylaws? Or would you figure, hey, no big deal,
move forward and have the next meeting whenever you can? Or would
you say maybe it's serious enough that if you aren't able to put on
the meeting, the group should consider disbanding? These would all
be decisions the group would have to make on its own of course, but
I'm just curious if others have gone through this thought process.
