Not exactly... As ADSL infrastructure is very good (8Mbit/s and up-24
is quite common) and for cheap (30 Euros/month including all
services), almost all ISPs are giving away nationwide and worldwide
fixed (mobiles for Canada and US) unlimited calls + worldwide TV
channels. I don't know a single soul around me paying hefty phone
bills anymore and most have cancelled their French Telecom contract
and went VoIP only. Minitel is an early version of Internet, i.e. has
not much to do with phones.
Bottomline; if you are a tourist it will not help you much unless you
capture a commonly available free wi-fi and Skypeout. Or ask your
friends about their ISP and you can order as many lattes from any of
the Starbucks in Beijing for free...

This is more down to earth, but again do you still pay for phone
calls? (We don't anymore in France.)
OK, I'll bite...
You mean to tell me I can arrive at the Charles de Gaulle and I can
walk
up to any public telephone and make a telephone call. I don't need any
coins or a phone card ?
Or are you saying that cell phone service is free except the cost
of the
phone itself ?
Are you referring to Minitel ?
It's been a very long time since I've been to France (I don't count
the
train trip between London and Brussels) but I am planning a trip
within
the next 12 months. Tell us more.
