Although this is sort of not appropriate for this list,
here you go:

Yes.
InDesign can produce links which "hyperlink" to other places
in the same document, to other Acrobat PDF files, or to
external documents like web pages. (ie: "Jump to Page x")
All you need is an accurate link.
Open the Hyperlinks palette
Window > Interactive > Hyperlinks
Create the destination within the same document by going to
the beginning of the exact location of text.
Click the 'down' icon in the upper right-hand corner of the
Hyperlinks palette and choose "New Hyperlink Destination"
which initiates the "New Hyperlink Destination" dialog.
Select the type of link and give it a name. Click Okay.
Now return to where the hot link is located,
Select the text
Click the "New Link" button on the Hyperlinks palette
(Looks like a new page at the bottom next to the trash can)
You'll get a "New Hyperlink" dialog box where you can
enter details and options. Your destination will be in
the pull-down list under "destination"
Press "Okay" and you've got a hot link. This should continue
to be hot and active in the PDF output version of the file,
and if your decide to export the file as an HTML page.
You can also do roll-overs with states, etc., but that's
for another tutorial.
Search the HELP files for term "hyperlink" and it's all there.

Yes, but it's not automated, and it will take a monumental
amount of work because you'd have to go back to ALL past
work to find the items to link to, and then the reader
would have to have those items available in the same
path structure as they're linked into the index.
No, that's what the web is for. :-)
