This is a summarizing list of the first models of Macs which can't boot OS 9:
eMac introduced in October 2003
iBook with G4 processor
iMac introduced in February 2003
Powerbook introduced in January 2003 (Aluminum)
Power Macintosh G4 introduced in January 2003 (First one with FW800)
No Mac mini or any Mac with G5 processor can boot in OS 9 (although they can use the Classic Environment while booting in Jaguar, Panther or Tiger).
It has to be said that Apple introduced in June 2003 the last Power Macintosh G4 model (named Mirrored Drive Doors 2003) that continued shipping after the Power Mac G5 was introduced, that preserved the ability to boot into OS 9. Apple left this model because in 2003 there were some important applications not available to run natively in OS X or there were some workflows that still coudln't be completed using only OS X. In 2004 Mac OS X Panther gained the maturity and stability to fully replace the Classic Mac OS even in business environment and Apple removed the Power Mac G4 model from its online store in June 2004.
