We generally have 40 to 50+ members show up for a meeting these days.
I generally host a meal for the planning meeting, and the club pays
for the entree, although a few years ago, I would just cook up
something inexpensive, like spaghetti. We generally ask for potluck
contributions for the rest of the meal, like desert, bread and salad.
It is always easier to find volunteers if you offer them a meal!
We usually do a reasonably nice meal out for the planning meeting at
the end of the year, but only if our user group's bank account can
handle it.
We grant a one year free membership to the elected officers, and allow
for one or two activists to be named "officers in large", so we can
adjust for new presenters and volunteers during the year. When we
bought t-shirts for every paid member two years ago due to a surplus
of cash, we bought embroidered shorts for the officers, but that's
surely the biggest perk ever for officers.
Officers usually put in a lot of extra effort, all of it unpaid. We
stress that we are giving back to a community that helped us when we
got started.
We stopped doing a newsletter a few years ago, and now just have a web
site. Our monthly costs are low, and we run monthly prize drawings
that usually break even, but because we offer a discount of the
purchase of tickets to dues paid up members, we now have a high
percentage of paid up members.

although I haven't been a local member of that many.
Even some of those I have been active with I wasn't familiar with
the by-laws.
I have seen groups that admitted any member that showed up to a
board meeting to be on the board that night and vote. Others have
been very restrictive.
I have seen groups that paid for pizza for the board meetings and
others that provided free memberships to the volunteers. (At least
one that extend a presenters membership 2 or 3 months.)
I don't like the idea of paid positions in the user groups, but I do
like the idea of rewarding volunteers in some manner. At BSC, the
"activists" were invited to special meetings and events.
