You might try this method to format the drive using Disk Utility's<Partition> function:
Use with Windows AND Mac:
1. Select the thumb drive on the left.
2. Click the <partition> tab.
3. In the "Volume Scheme:" drop-down select "1 Partition".
4. In the "Name:" field type a name for the drive.
5. In the "Format:" field drop-down select "MS-DOS(FAT)".
6. Click the <Options...> button on the lower left.
7. In the "Partition Scheme" dialog ensure the radio button next to "Master Boot Record" is selected, since the drive will also be used with Windows PCs.
8. Click the <OK> button and continue the partition operation.
9. Should only take a few minutes, at most.
Use with Mac only:
1. Select the thumb drive on the left.
2. Click the <partition> tab.
3. In the "Volume Scheme:" drop-down select "1 Partition".
4. In the "Name:" field type a name for the drive.
5. In the "Format:" field drop-down select "Mac OS Extended (Journaled)".
6. Click the <Options...> button on the lower left.
7. In the "Partition Scheme" dialog ensure the radio button next to "Apple Partition Map" is selected.
8. Click the <OK> button and continue the partition operation.
This should get rid of the U3 area and allow all space to be available, keeping in mind that since SanDisk (and the rest of the industry) uses decimal to describe 2GB, while the OS uses binary, there will never be a full 2GB shown by Mac OS.
