Hi Dave,
No curtain or mystery. Apple selects the board and liaisons based on
past service to the community or activity therein and ability to work
well with others, and has had a stable board for quite some time
(changing as needed). Not sure how knowing this is a help to groups,
but glad to offer the info. I think you asked this before (have
emails from you about it in 2009 and 2007 but may have missed a few)?
It is always Apple's call because it is Apple's program, one of the
few active user group programs from a major computer hardware or
software company these days and something Apple puts a lot of
resources into.
(For example, Microsoft and Adobe's programs have pretty much faded
away, although some smaller vendors are still active and O'Reilly is
incredibly generous to groups).
Groups are able to make their own associations and vote on leadership
of those associations at any time, of course. Apple does not interfere
with the internal arrangements of any group and provides the program
and liaison contacts as a free service to the greater community (which
any group can work with or ignore as it prefers).

from any sort of a democracy, but I would say IMHO the biggest help
would be to open the curtain and let the 99% in on some of this?
I do find it odd that Ambassadors would be offended about contacts and
that would seem to reflect more about the sender than the program, but
that is just my opinion.

The early versions of the Regional Liaison program expected all RLs
to stay
in contact with their regions. Unfortunately, some ambassadors wrote
strongly worded emails saying that they were offended that they were
receiving mailings just because they were listed as their groups'
contacts.
So, we sent out notifications that RLs were ready to help but any
other
contact would be opt in. Similarly, there is still the monthly
newsletter,
but it is opt in. It is the ambassador's responsibility to sign up
for the
newsletter and keep his or her group in contact.
We have had folk leave the program (including the person who handled
Kansas), and we are holding off on replacements while we are
working on an
update of the RL program, so that not every state currently has an
RL. As
ambassadors have found, pretty much any RL is willing to help if
contacted.
Of course, they are all volunteers, so it would be unreasonable to
expect
an instantaneous response.
