Many user groups exist mainly due to the superhuman energy and efforts of one, or just a few, individuals. It's not easy to find someone else with that sort of dedication and passion.
However, it may be possible to step away from a UG leadership role by delegating authority to a bunch of individuals, instead of just one.
I know that in the past, when I've asked readers of my group's newsletter, The MacAttorney Newsletter, to contribute articles, that I received a good number of submissions. It's likely possible that one could ask folks to do a number of small parts of keeping a user group going, and that way none of them would feel like they were over-committing. I suspect that in many cases folks who volunteer to do smaller jobs will garner the enthusiasm to step up and take on bigger roles.
I also highly recommend advertising one's UG in nearby high schools, colleges and universities. Involving young and enthusiastic new members may lead to them wanting to volunteer their energy to help keep the group going.
