I’m not 100% sure, but I think once you are authenticated in a voicemail system, you can leave VMs for other people.
There used to be an app on the App Store called VoiceDrop. It’s gone now, but it might still be available on other platforms.

can circumvent ringing, and directly open the voice mail.
Having read "Future Crimes" now the 2nd time, I'v fact checking
or following up on many of the things he's written about.
Finding them either true, or information not available to
my security clearance.
These calls I suspect are never intended to be answered, but
to merely discover if the phone is breachable, or easy access.
