I'm not sure about the "Take Picture in Photo Booth" action, but Leopard includes a "Take Video Snapshot" action that can be used to take a photo with your iSight camera. Also, you shouldn't need to create the message, then take the picture, and then attach the picture. If files are passed to the New Mail Message action, they will be attached to the message as attachments automatically. So, you could simply take the picture, and pass it to the New Mail Message action.
Try the following workflow...
1) Take Video Snapshot - Set this action to take the picture automatically
2) New Mail Message
3) Send Outgoing Message
