When you make a workflow in Automator, you can select to save as a plugin.
There are several options. If you save in iCal you can schedule the action.
I do not think this is the best option for what you are wanting to do.

In Entourage I use a rule. The rule would be setup like this.
If in category "magicjack"
Run AppleScript "notify"
This will play a specific sound I have selected. I use this for my voice
mails from my Comcast phone service.
You'll have to ask on an Apple Mail list about using rules that run
AppleScripts in Mail.
See this page for using custom sounds with Entourage. You can even create
your own sounds or use computer voices to announce your mail. For example,
you could have the AppleScript say ³Mail from magicjack².
