A folder action can respond to adding a new file to a folder or
removing a file from the folder, but it cannot detect when a file has
been modified.
That is a frustrating shortcoming of folder actions.
Theoretically you can create a "launch agent" for the system process
"launchd" that can detect when any file within the topmost level of a
specified folder is modified. In practice, such a launch agent
permanently stops working if too many file modifications occur in a
short time period. I don't know what the limits are, but I've
experienced this limitation of launchd when only 5 file modifications
occur within a 5 or 10 minute period.
