I would assume that the reason has something to do with incorporating
automated color balancing into a larger system that is being built,
thus the need to actually calculate the corrections rather than use an
existing tool like Photoshop.
To do this mathematically, sure there are some simple techniques that
are not too involved, but to do it well, a full understanding of color
science and imaging science are necessary. When you use the curves tool
in Photoshop, and other correction tools, there is a whole lot of math
in the background that you don't realize is happening. It's usually not
as simple as PS makes it seem.
For the case of color balancing, it will come down to choosing an
interpolation method with a new min, max and midpoint such that the new
limits are set to the desired black point, white point, and a neutral
gray (how you decide what is black, white, and neutral will depend on
your application which is where the color/imaging science will come in
handy). Again, I refer you to the book "Digital Color Imaging Handbook"
edited by Gaurav Sharma as an excellent introduction to all of this.
