Best way to determine tolerance is usually based on actual press data.
You could have the printers aim towards a provided ink drawdown, and
run the densities from low to high to determine your tolerances (the
ideal density that yields the closest match to the target, as well as
acceptable low and high density aim points). SpotOn makes a good tool
