These are known problems that we believe we've fixed.
If you want us to check this, then please file a bug - with code -
(developer.apple.com/bugreporter) and we can verify this
To insert a Tempo Event you should use the extended Tempo event (as you
illustrate below) and make sure you add it to the tempo track - we've
tightened this up considerably since 10.1 and will return errors if you add
tempo events to anything but the tempo track.
This won't lead to a pitch change - it is a tempo event, so what it does is
to effect how events are scheduled (unless you're doing pitch changes that
is!). If you want a pitch change, then you could send a pitch bend to the
DLS synth (presuming that is what is making the noise of course). That won't
effect the duration of the note though (just its pitch).
