This is a common misunderstanding. Every place where the CAC card
seems to be required has a blue people button, single click on that to
get a password box. Unless you double click on the picture you have
plenty of time to enter your password.
However, if you or someone else makes a manual change to the
configuration file deep in the filesystem then the CAC will be
required.
Also, you can still use fast user switching, though either you should
first switch to the login screen or you'll have to enter your password
twice.
