I agree that this list should be open to anyone with a relationship to
the Federal Government. I am a contractor that has a .mil address so I
am lucky in that way, but I think that you can't do a screening just
based on email address as there are plenty of people in the government
who don't have the "right" type of email address. I think the easist
thing to do would be to open it up and then if a problem arises boot
people as necessary. My guess is that people will almost self regulate
in that if they see a list is intended for federal employees they will
stay away. That being said it is equally possible that people will see
it and say "what a great way to spam people connected to the
government." I say open it up and see what happens, this can always be
revisited in the future if a problem arises. Just my $0.02.
