One problem is that there isn't a single set of "federal security
regulations," as several people have noted, and the camera
prohibition is facility-specific (that is, it's not a universal
requirement).
That said, an agreement on a standard procedure and certification/
marking that DSS/DISA and DOE find acceptable would probably work for
other agencies as well. I've noticed that, by analogy, many non-DOD
agencies (and private industry) crib from the DISA STIGs rather than
write their own from scratch.
