You mean SFTP or something that makes an FTP server secure.
SFTP is part of OpenSSH and therefore installed on all OS X and
virtually all Linux machines. SFTP clients interact with SFTP
servers, which require (?) that SSH be configured on the server machine.
There is at least one free OS X GUI SFTP client, Fugu from University
of Michigan Research Systems Unix Group.
If you really need an FTP server and not SFTP, the question is why FTP?
