Jabber is used to initiate the handshake between the two iChat clients,
but iChat itself creates a peer to peer connection between users for the
raw binary data.
A work around to eliminate this may be blocking the ports at the
firewall level in the OS X workstation that are required for A/V
communication.

This doesn't answer your question specifically but I wanted to pass
along some information that might help if you don't hear back from
someone with a specific solution.
Tiger uses jabberd to provide XMPP services and Apple implemented TINS
(JEP-111 http://www.jabber.org/jeps/jep-0111.html) for audio/video
support.
Most of the time protocol extensions like this for XMPP require no
specific server side support so the server doesn't have anything to do
with making audio/video work aside from routing the packets as it always
does. With that said Jabberd has support for packet filters based on
namespaces, so in the case of TINS you might be able to filter packets
based on it's namespaces.
"http://jabber.org/protocol/tins" for TINS itself and "
urn:ietf:rfc:2327"
for SDP since it uses SDP for describing media sessions.
