[Fed-Talk] Problem mounting SMBfs

I'm having an issue mounting a infrastructure shared drive from a
Windows 2003 server to any Mac on site using the mount_smbfs or
Finder "Connect to Server". Normally, you are presented with the
dialog asking for workgroup, username, and password. Now, all I get
back is "Could not connect to the server because the name or password
is not correct" when using Finder. Using the CLI or looking in the
console.log, I see this: "mount_smbfs: negotiate phase failed:
syserr = Connection refused." Our Windows admins changed something
on the server (I think) because this worked previously.
Has anyone seen this?
